VILLAGE HALL OFFICE HOURS
The Village Clerk's office is located at the new municipal center at
305 Illinois Street, hours are Monday through Friday 8:30 a.m. to 4:30
p.m., Saturday 9:00 a.m. until noon. The Village has a "drop box" for
payments and correspondence after hours.
VEHICLE STICKERS
Every owner or operator of a motor vehicle, company owned vehicle, or motorcycle who resides within the Village is required to purchase a vehicle sticker annually
for each motor vehicle or motorcycle used on any public street. Residents are
required to purchase stickers within 30 days after establishing residency.
Renewal stickers go on sale May 1st of every year and must be displayed by June 30th. When replacing a sticker, please supply the old sticker number, receipt or the old sticker to receive a new one. Purchases can be made at the Village Hall, 305 Illinos St. Highway, or by mail. Please call 639-3170.

Senior citizens (65 years or older) are allowed one passenger vehicle sticker per family for the reduced price of $2.00. Additional vehicles are charged at the regular rate.
DOG LICENSING AND RATES
McHenry and Lake Counties require dog owners to register and obtain
valid licenses for all dogs. Proof that your pet has current rabies
vaccination must be obtained from your veterinarian and be presented when
applying for a license. The license must be purchased within 30 days after
receiving the vaccination. Fees and rabies certificate can be mailed to
McHenry County Animal Control, 100 N. Virginia Avenue, Crystal Lake, IL
60014 at 815-459-6222. Complete McHenry County fees can be found at
www.co.mchenry.il.us. There
is a three dog limit per household.

* Spay or neutered certificate from a licensed veterinarian is required as time of registration. For seniors aged 62 or older, proof of date of birth is required. In McHenry County, a $10.00 late fee will be applied to those registering their dogs more than 30 days after the rabies vaccination was given.
Lake County Residents
Lake County residents may purchase dog tags at Animal
Control/Rabies Registration, 29278 N. Route 83, Mundelein, IL 60060.

Pet Waste
The owner or keeper of a dog who is walking the dog on any street, alley or other
public place, or on any private property not in his possession or under his control, is
required to carry with him a pooper scooper or similar device which will, if the dog
defecates, enable the owner or keeper to remove the feces in a clean and sanitary manner.
SOLICITORS AND PEDDLERS
Any individual engaging in peddling or commercial solicitation within
the Village is required by ordinance to fill out an application and obtain a
license from the Village. The Village issues identification cards to all solicitors registered with the village. The card
includes the valid dates for solicitation. All individuals seeking to
engage in non-commercial soliciting who are sixteen (16) years of age or older
must obtain a certificate of registration from the Village. A separate
application must be filled out for each individual.

Once you register to vote, you will be placed in a precinct. Voter registration
cards indicate which precinct you're located in. Each precinct has its own polling place.

The Fox
River Grove Fire Protection District operates out of the firehouse located on
Algonquin Road. The Fire Protection District is a separate entity and taxing body from the
Village. It is a volunteer department which responds to emergencies on the 911 system.
All firefighters are required to be state certified firefighters and EMT's (Emergency Medical Technicians). The skilled Fire Department is comprised of firefighters, EMT-B's, Paramedics and Divers who are certified in underwater and ice recovery. Fundraisers offer residents an opportunity to support their local Fire Department.

The Police Department provides service and protection for the Village through preventive patrol and pro-active programs designed to encourage citizen participation and ensure citizen safety. If you have any concerns about police patrol, traffic, investigations, or if you would like records or information about crime prevention programs, tours, etc., please contact the Police Department at their non-emergency number at 639-2411.
Parking Regulations
It is unlawful to park a vehicle across a driveway, or across a sidewalk.
Vehicles must be further than 6 feet from the edge of any roadway within the
Village, except the 900 block of Ski Hill Road. An overnight parking pass may be
obtained by calling the Police Department in advance.
Restricted Parking During Winter Months
During the months of November, December, January, February and March, after
2" or more of snow/ice and extending 12 hours after snow fall ends, there shall be no
parking on any parkway or within six feet of the edge of any roadway. The 900 block
of Ski Hill Road is exempt. Any overnight parking must be cleared by the Police
Department.
Curfew
The following curfew applies to all persons under 18 years of age:
1) 12:00 midnight Friday until 6:00 a.m. Saturday.
2) 12:00 midnight Saturday until 6:00 a.m. Sunday.
3) 11:00 p.m. until 6:00 a.m. all other days of the week, unless accompanied by a
parent, guardian or other responsible adult, or engaged in some lawful occupation or
business.
Amplifier Permits
A Village permit is required prior to using loudspeakers or amplifier
connection with any radio, phonograph, microphone, or other device by which sounds are
magnified and heard over any public street or public place. Please call the Village Hall
in advance to obtain a permit.
Block Parties
If you would like to close a minor residential street for your block party,
please submit a written request indicating the date, time, exact street location of
proposed block party, and signatures from all homes affected. You must request
approval from the Chief of Police and the Street Department as early as possible
to receive the necessary approvals.
Bicycle Registration
We encourage residents to register their bicycles at the Fox River Grove
Police Department. When you register your bicycle(s) you will receive a free decal
which will help the Police Department identify a lost or stolen bicycle.
Cary-Grove Crime Stoppers
The program was developed to help deter crime from our community.
Crime stoppers pays cash rewards up to $1,000 for information leading to an arrest and
filing of criminal charges against offenders. To give a tip, call
1-800-762-STOP.
Skateboarding, Rollerblading and Ice Skating
In response to growing public concern over the risk of serious injury to
skateboarders and roller skaters (especially those who skate in traffic areas), an
ordinance was passed banning skateboarding and skating on public streets, sidewalks and
parking lots.
The Village blacktopped an area near the Algonquin School which will be used for ice skating in the winter and as a multi-purpose area during the other three seasons. This area may be used for skateboarding, rollerblading, street hockey and more.
For your safety, ice skating, hockey and swimming are prohibited on any of the Foxmoor ponds.

Parkways
Homeowners are responsible for maintenance, leaf and weed removal in parkway
areas abutting their residence. Should you have any questions regarding your
parkway, please contact the Village Hall.
Tree Program
The Village has an ongoing tree program to care for all parkway trees,
including major trimming, and removal. Any tree or shrub overhanging a sidewalk or
street which interferes with traffic and/or travel is required, by ordinance, to be
trimmed by the owner of the abutting premises. Homeowners are responsible for
removing dead or dangerous trees on their property. According to Village ordinance
the contractor or homeowner who removes trees are responsible for their disposal.
Planting New Trees
The Village Tree Ordinance specifies the type of trees residents are allowed
to plant in parkways. A copy can be obtained from the Clerk's Office.
Branch Chipping Policy
The Fox River Grove Street Department will chip limbs (weather permitting) at
the following times:
1) 1st Tuesday every month, April through November
2) After a major storm (which is determined by the Supt. of Streets and Parks).
3) Christmas trees during the second week of January.
Our crew will begin on the south side of town and work from west to east. Once complete,
the north side will be done in the same manner.

Limbs must be placed in parkway with cut ends facing the road or direction of traffic flow. Small branches can be bagged for refuse.
Fox River Grove does not wish to finance homeowners removing trees on private property, therefore the contractor removing the trees will be responsible for disposal of this material.
Mailbox Installation
Please make sure that your mailbox is securely fastened and is not protruding
over the street. If the mailbox hangs over the curb and into the street, it is in danger
of being damaged or knocked over by heavy snow coming off the snowplow. Regulations
concerning the proper height and distance from the street are set by the United States
Postal Service. The mailbox should be 40 to 44 inches in height and 6 to 8 inches
set back from the curb or edge of the street. In addition, the area should be clear
of snow in order to allow the Post Office access.

| WATER AND SEWER DEPARTMENT AND WATER BILLING |
The Water Department is responsible for the water supply for the Village. Village employees read the outside meters on all homes for proper billing. It is important to keep your outside meter accessible at all times.
Water bills are mailed bi-monthly. Payment is due on or before the last day of the month during which bills are sent. Bills may be paid by mail, in person at the Village Hall during regular office hours or deposited in the drop box in front of Village Hall. Shut-off of service may occur if the bill remains unpaid sixty (60) days after the bill is rendered. To establish service or discontinue existing service, please call the Village Hall at (847) 639-3170
Water Supply
Hydrant flushing is a regular part of Village maintenance. Information
about line flushing and/or the hydrant flushing schedule may be obtained by calling the
Village Hall. Hydrant flushing is done in the Spring and Fall.
Water
Hydrants
Water hydrants are Village property and provide fire
protection as well as access to the Village water supply. Only authorized persons
may open or close a fire hydrant. Residents should make every effort to clear away
snow and keep hydrants visible during the winter season.
Sanitary Sewers
The property owner is responsible for maintenance and repairs to sewer
service lines within his or her building and out to the point of connection with the
municipal sewer system. The Village aggressively prosecutes any unlawful
connections. For specific information, please contact Village Hall.
Outdoor Water Usage
The Water and Sewer Department has placed signs throughout the Village
announcing watering restrictions to help residents determine which phase is in effect.
The watering restrictions are needed to ensure that we have a sufficient water
reserve for fire protection and consistent water pressure for residents.
Here's what the colors mean:

Mission Statement
The mission of the Building & Zoning Department is to protect the public health, safety and welfare of the general public and the residents of Fox River Grove. This is accomplished through plan review, permits, and inspections that enforce the Village’s building, electrical, mechanical, plumbing, property maintenance, and zoning regulations related to the construction, rehabilitation, maintenance, and usage of structures and land. The various codes and ordinances and their enforcement provide a viable means for ensuring the safe, orderly, and aesthetic development of our community.

Building Permits
Permits must be obtained before any construction or alterations are started.
Permits are also required for any work being done in the streets or parkways.
Please contact the Village Hall before beginning any construction or home improvement
projects. The following is a partial list of home improvements that require a permit:

| IBC construction standards have been adopted by the Village of Fox River Grove as a protective measure for the residents. All construction work being performed on structures must comply with these standards before a building permit is issued. *For Zoning Review. |
The Village has adopted codes covering building, electrical, heating and plumbing work, as well as sign and zoning regulations. Make certain that your architect and/or contractor is familiar with Fox River Grove's code requirements and obtains a permit before beginning work.
Permits are not required for maintenance and/or upkeep of existing homes, such as roofing application, re-siding or driveway resurfacing, painting, masonry tuckpointing and repair, replacement plumging fixtures. The Library has many books, periodicals, plus access to video films, the Northern Illinois Library System, tapes and records (music). There is a separate Young Adult's library on the lower level. Gas Leaks
If you smell gas, either indoors or the street, call NICOR at (847) 697-5100
any time of the day or night. If you smell gas in your home, DO NOT USE
YOUR PHONE; GO TO A NEIGHBORS HOUSE. If the leak is so severe as to
pose a danger or imminent fire or explosion, go to a neighbors house and call 911.

Parks and Recreation
Fox River Grove has over 100 acres of public land. The areas include ball
fields, walking and hiking areas, passive preserves, river front property, picnic areas
and much more. If you belong to a group who would like to schedule an outing at Lions
Park, a Village permit is necessary. Please call the Village Hall at 639-3170 as early as possible
to schedule park space. Permits do not reserve the park.
Train Schedules and Parking
Union Pacific railway station in Fox River Grove is an unmanned station.
Schedules may be obtained at the Cary Station or by calling (847) 639-4241. Tickets may be
purchased on the train or online at
www.metrarail.com
.There are two commuter parking lots available for both residents and non residents, located on the east and west sides of Lincoln Avenue. The daily parking fee is $1.25 on a first come, first serve basis. There are pay boxes located in each lot.
Outdoor Burning
Leaf burning is prohibited in Fox River Grove at all times. A safe alternative for your family is bagging your leaves.
It is also unlawful to burn any garbage.
Algonquin and Cuba Township Assessors
The corporate limits of the Village fall within McHenry and Lake Counties.
Information regarding property taxes and property ownership verification should be
addressed to the township office. For McHenry County information, contact the
Algonquin Township Assessor at (847) 639-2700 and for Lake County, contact the Cuba
Township Assessor at (847) 381-1120.
McHenry County and Lake County Government
Centers
The McHenry County Government Center is located in Woodstock, Illinois.
General information may be obtained by calling (815) 338-2040. The Lake County Government
Center is located in Waukegan, Illinois and can be reached by calling (847) 360-6600.
Questions regarding property located outside the corporate limits of the Village, court
sessions, Health Department, County Sheriff, Voter's Registration, filing of legal
document, marriage licenses, etc. should be directed to the County government centers.
Tornado Siren
A three minute continuous tone siren is sounded to alert residents of a
tornado warning. Once you hear the siren, do not call 9-1-1, take immediate
shelter. There will not be an "all clear" signal given. Residents should listen
to the local radio and TV news stations for updated weather information. Local radio
station FM#105.5 or channel 9.
Chamber of Commerce
The Cary-Grove Chamber of Commerce address is 445 Park Avenue, Cary. Information about membership and community businesses is
available by writing or calling 847-639-2800.
Recreation Council
The Fox River Grove Recreation Council is a non-profit, volunteer
organization that establishes and manages recreational activities. Programs for youths
include fall and spring soccer, t-ball, baseball, softball and basketball. Programs
currently offered for adults are 12" softball and volleyball.
This all volunteer organization always welcomes new members. Meetings are held on the third Wednesday of the month at 8:00 p.m. at the Municipal Center. Information can be found on their website.
Community Center
The Community Room at the Municipal Center is available for use by
community groups and non-profit organizations. Please note, due to Fire Codes,
the room capacity is limted to 50. Contact the Village Clerk at 639-3170 to make
arrangements in advance.
Donate your old gym shoes
Residents can drop off old tennis shoes 24-hours a day at the Alqonquin Township Road District parking lot (3702 Route 14) in the blue ReuseAShoe bin. All athletic shoes are accepted except athletic shoes with cleats, metal parts, fashion lights or spikes. This program is co-sponsored by the Lou Marchi Total Recycling Institute at MCC, the Algonquin Township Road District, the McHenry County Defenders and the McHenry County Schools, Environmental Education program.
Temporary Handicapped Parking Stickers
The Village Clerk's Office issues Temporary 3 Month Handicapped Parking Stickers.
Applications may be picked up during regular office hours.
Senior Citizen Services - Fox River Grove
Some of the special services available for senior citizens include:
Seniors age 62 and older who reside with no dependants are eligible to purchase special garbage stickers for $2.30 a piece. Instead of receiving a bill from Waste Management, these pre-paid stickers can be attached to each container for pick-up. Recyclables will be picked up for no additional charge. Residents who elect this option must sign up in the Village Hall. | |
For seniors 65 and older, other programs include vehicle stickers. | |
The Regional Transportation Authority (RTA) provides Reduced Fare Cards. This allows senior citizens to ride PACE, METRA and CTA services for approximately one half of the usual fare. You are eligible to register for your reduced fare card in person at the Village Hall. Please call 639-3170 for further details. |
